In this tutorial we will show you how to make a painting effect on your photos. I have used this photo of a child I found at www.sxc.hu.
Convert your photo to a Smart Object so that you can be able to edit parts of your photo later on. To do this right click on your photo and choose Convert to Smart Object. Once done, an icon beside the photo will appear.
Go to Filter and select Filter Gallery, a dialog box will appear. Under Artistic select Cutout and carefully move the sliders until you achieve a good effect. For me, I used the value of 8 for the Number of Levels, 7 for the Edge Simplicity, and 2 for Edge Fidelity.
Go to Filter and choose Oil Paint. Adjust the sliders and choose whichever effect you are happy with.
We will add some Angled Strokes by going to Filter, then select Filter Gallery, and select Brush Strokes. A lower value of the Stroke Length will give a subtle effect while higher gives you a painterly feel to the photo so do your careful experimentation.
While in the dialog box click the New effect layer icon and a new layer will appear above.
With the dialog box still open, look for Texturizer under Texture and carefully adjust the sliders. It is very strongly recommended you keep Relief below 5. Increase Scaling between 100-120% (or it depends upon the picture).
